Balloon rides are possible twice a day. Either early in the morning at sunrise, or in the evening about two hours before sunset.
Of course, ballooning is very weather dependent. It starts only when the weather is right. In other words, with wind speeds below 8 knots (legal limit for commercial balloon rides) and good views.
